Cyber Resilience Act: why dev teams should sort security processes before September 2026

The first reporting obligations under the EU Cyber Resilience Act apply from September 2026. Software teams should document vulnerabilities, updates, incident paths, and product responsibility now.

The Cyber Resilience Act sounds like something for device manufacturers, IoT companies, and people with very aggressive spreadsheets. That is only half true. The regulation applies to products with digital elements — hardware and software that can connect directly or indirectly to a device or network. That pulls software development closer to product security.

For small dev teams, agencies, and SaaS-adjacent providers, the key point is not panic. The key point is: security processes need to become visible and repeatable before someone asks why a critical bug has been rotting in a Slack thread for three weeks.

Why the timeline matters now

The European Commission describes the Cyber Resilience Act as a rulebook to make digital products safer. It introduces mandatory cybersecurity requirements for manufacturers across planning, design, development, and maintenance. Manufacturers also need to handle vulnerabilities throughout the product lifecycle.

The CRA entered into force on 10 December 2024. Most main obligations apply from 11 December 2027. But there is an important earlier date: reporting obligations for actively exploited vulnerabilities and severe incidents apply from 11 September 2026.

That is close in product time. Teams building plugins, desktop apps, mobile apps, self-hosted SaaS editions, device software, or commercial software components should not wait until summer 2026 to find out who internally owns security reporting.

Does this affect every website?

No. A regular company website is not automatically a product with digital elements under the CRA. That would be too broad — and honestly, regulatory dragon fog.

It becomes more relevant when a business provides or distributes software as a product, for example:

  • a WordPress plugin or theme,
  • a mobile or desktop app,
  • a self-hosted SaaS edition,
  • a software library or SDK,
  • a connected device or firmware,
  • a commercial tool customers install or integrate.

For pure website operators, the CRA still matters indirectly. Many websites depend on plugins, tracking tools, consent platforms, payment integrations, form systems, hosting panels, or AI services. If those components are insecure, the operational pain still lands in the project.

What dev teams should document now

The practical starting point is not a giant policy. It is a small security file in the project, for example docs/security-process.md. It should answer:

  1. Product boundaries: What is the product, which components belong to it, and what is external infrastructure?
  2. Component list: Which internal modules, open-source dependencies, APIs, and third parties are security-relevant?
  3. Update strategy: How quickly are critical patches reviewed, tested, and released?
  4. Vulnerability intake: Is there an email address or security policy for external reports?
  5. Incident path: Who decides whether an incident is reportable, customer-relevant, or only handled internally?
  6. Release evidence: Where are security fixes, versions, changelogs, and affected customers documented?
  7. Dependencies: Which tools check dependencies, containers, secrets, and known CVEs?

This sounds basic. Good. Basic is findable under stress. Basic saves nerves.

The difference between a bugfix and a security process

Many small teams still treat security issues like normal bugs: ticket in, fix eventually, deploy, done. That is not enough for security-relevant products.

A security process needs at least three additional questions:

  • Impact: Can data be exposed, changed, deleted, or can systems be taken over?
  • Exploitation: Is the vulnerability already actively exploited, or are public exploits available?
  • Communication: Do customers, authorities, hosting partners, or other providers need to be informed?

This distinction matters especially with AI-generated code and fast prototypes. A feature can look functional while still having unsafe defaults, missing validation, overly broad CORS settings, leaked secrets, or dangerous file uploads. The build is green, but the dragon in the basement has Wi‑Fi.

Open source: not automatically off the hook

The CRA takes a special approach to open source. Non-commercial free and open-source software is treated differently from commercially provided products. But once open-source components are integrated into a commercial product, responsibility does not magically disappear.

For teams, this means a dependency list is not decoration. It is the foundation for updates, risk decisions, and communication. If you do not know which libraries are inside the product, you cannot reliably decide whether a new CVE matters.

Practical checklist for this week

Teams that want to prepare can start small:

  • Add a SECURITY.md file or contact address for vulnerability reports.
  • Monitor critical dependencies with Dependabot, Renovate, or an SCA scanner.
  • Define a fixed path for critical security updates.
  • Write release notes so security fixes remain traceable later.
  • Review secrets, uploads, auth, role permissions, and admin features deliberately.
  • Keep a simple component list for commercial software products.

The goal is not to look like an enterprise tomorrow. The goal is to avoid acting like a panicked goblin with production access when something breaks.

Conclusion

The Cyber Resilience Act makes product security more binding. Most obligations apply in 2027, but the reporting track starts in 2026. For software teams, now is the right time to sort security processes: what do we build, which components do we use, how do we handle vulnerabilities, who decides during an incident, and how do we document updates?

Teams that keep these basics clean early do not only gain regulatory readiness. They build better software, reduce operational risk, and can explain security to customers with far more confidence.
